Unscheduled Repair & Maintenance Issues - 2024

Sewage Issue At Back Of Neighborhood - Feb. 2024 

The North Texas Municipal Water District (NTMWD) operates a sewage lift station that is located inside Turtle Cove at the intersection of Turtle Cove Blvd. and Gullwing Drive. In February NTMWD had two operational incidents related to this station. Both incidents required the immediate dispatch of dozens of large tanker and pump trucks in order to prevent raw sewage from flowing into our streets. We are thankful that NTMWD took action to keep this matter from becoming a large-scale health hazard. However, a side effect of having these large tankers rumbling through the neighborhood is that they did some very obvious damage to our roads, and, we suspect there is some additional damage that has yet to be identified.  

POOL LEAK - March 2024

We have a leak in the pool. This is not the first time.  The BOD is working with the pool maintenance company and a specialty contractor to determine the location of the leak and schedule a repair ahead of the upcoming season.  (Leak located and a mid-grade fix was implemented. More permanent structural repairs are likely necessary after the 2024 pool season)

Water Line Break At Main Gate - Feb. 2024

In February the City of Rockwall had a large water line break at the exit side of our gate. That line has since been repaired. During the repairs the Internet service to our gate was cut and our irrigation lines were damaged. The BOD has worked directly with AT&T and our new landscape vendor CF, to get these utilities repaired. 

Scheduled Repair & Maintenance Items - 2024

Pavement Maintenance

Every year our volunteer engineering committee conducts a thorough survey of all concrete surfaces within Turtle Cove. The committee writes a report of its findings along with a recommendation for repairs. 

  1. The BOD is currently working to solicit bids for repairs identified in the 2023 survey. 
  2. The BOD is working to formalize and codify a pavement maintenance program 

Amenity Center & Pool

POOL LEAK - March 2024

We have a leak in the pool. This is not the first time.  The BOD is working with the pool maintenance company and a specialty contractor to determine the location of the leak and schedule a repair ahead of the upcoming season.  (Leak located and a mid-grade fix was implemented. More permanent structural repairs are likely necessary after the 2024 pool season)

Fencing & Signs

  1. The board has commissioned a survey of all neighborhood perimeter fencing. (1,000 LF to be replaced in 2024)

Community Repair & Maintenance Items - 2023

Amenity Center & Pool

  1. The amenity center kitchen is scheduled for a remodel in 2023. The new kitchen will have more of a modern commercial look and functionality. (Postponed - The board is evaluating the prudence and viability of maintaining the amenity center at significant historical operating loss.  It is very likely that the amenity center rental fees will increase substantially so that the HOA does not take a loss on each rental. 
  2. The weight room is being de-commissioned and will be converted to a storage area for party equipment such as tables, extra chairs, etc. (Completed)
  3. Wooden deck in pool area will be refurbished & boards replaced as needed. (Completed)
  4. Pool chairs will be re-strapped. (Completed)
  5. Three pool pumps will have Internet based monitoring and control installed so we can ensure they are being properly managed. (2023) (Postponed)
  6. A water line sub-meter will be installed on the pool service line to monitor flow. It is believed a faulty pool float switch has been the cause of significant water waste and expense. (2023) (Postponed)


Fencing & Signs

  1. The board has commissioned a survey of all neighborhood perimeter fencing. (Completed - 1,200 LF to be replaced in 2023) (Completed)

Gate

  1. Early January 2022 - The exit gate guide track will be replaced.  (Completed)
  2. Complete gate replacement. (Completed - November 2023)


Landscape

During the spring and summer our landscape vendor (Fertile Foliage) mows the grass on every Wednesday. 


1.  915 Lexington Drive (Island with trees) - Install landscaping (Completed)


Streets, Alleys, Sidewalks & Other Concrete

  1. The 2021 survey has been completed and an RFB was sent out to cement / paving vendors.  The cost of cement is at an all-time high so the board is weighing options on deferred maintenance. ($72K in repairs completed in 2022)
